Germany has a two-tier (public and private) healthcare system.
Statutory/public health insurance providers ("statutory health insurance funds") are required to offer students (up to the age of 30) health insurance at a reduced rate. Starting in January 2023, this premium for students under 30 will be approximately €120 per month. The premium and the scope of benefits are set by law and are about 90% identical across the various statutory health insurance funds.
Private health insurance from abroad must offer an unlimited scope of coverage comparable to German health insurance, as medical treatment in Germany is expensive, particularly hospital stays or treatment for serious illnesses.
To enroll at a German university, every student must have adequate health insurance. The new online procedure between universities and German statutory health insurance providers requires that all students wishing to enroll in a degree program at a university contact one of the statutory health insurance providers and inform them of their upcoming studies as well as their current insurance status. The German statutory health insurance provider then sends a digital status report to the university. This report indicates whether the student has German statutory health insurance or not. This electronic proof is required as valid proof of health insurance.
