Exemption from the administrative fee

Under certain conditions, an exemption from the administrative fee may be granted. The current regulations governing the collection of administrative fees at htw saar can be found here.

The application for exemption from the administrative fee must be submitted via the SIM Student Portal, along with the required supporting documentation.

If the administrative fee has already been paid despite approval of the exemption, an additional request for a refund must be submitted via the SIM student portal.

Unless a permanent exemption was confirmed in the approval notice (e.g., due to a disability or raising a child), the application for exemption must be resubmitted for subsequent semesters.

Any changes that affect the exemption must be reported immediately to the Student Services Office at htw saar (Email: verwaltungskostennoSpam@noSpamhtwsaarnoSpam.de).

Deadlines

The application for exemption must be submitted no later than December 31 of the year in which the relevant semester ends.

  • Winter semester 2025/2026: Deadline is December 31, 2026
  • Summer semester 2026: Deadline is December 31, 2026
  • Winter semester 2026/2027: Deadline is December 31, 2027

The application for exemption may be submitted priorto payment for the following semester, provided that the necessary documentation for the relevant period is already available at the time of application.

The application for exemption due to undue hardship must be submitted before payment of the semester fee.

The following are exempt from the obligation to pay contributions:

  • Students who are on leave of absence for at least one semester
  • Students in dual degree programs conducted in cooperation with an educational institution pursuant to Section 92(2) of the SHSG
  • Students in continuing education programs and participants in certificate programs
  • International students who are enrolled under agreements at the state, federal, or international level, or under university agreements that guarantee exemption from fees

In these cases, no application for exemption is required.

Grounds for exemption and required documentation

Students who receive BAföG funding for attending htw saar based on a favorable decision under the Federal Training Assistance Act (Bundesausbildungsförderungsgesetz) shall be exempted from the obligation to pay the administrative fee upon request.

Required documentation:

  • Approval notice from the BAföG office for the semester in question 

Students who have completed the practical semester or semester abroad as specified in the academic and examination regulations shall be exempted from the obligation to pay the administrative fee upon request.

Required documentation:

  • Confirmation from the relevant practical training office upon completion of the practical training phase or
  • Confirmation from the International Office upon completion of the semester abroad

Students whose disability, as defined in Section 2(2) of Book Nine of the Social Code, impedes their studies shall, upon application, be exempted from the obligation to pay the administrative fee.

Required documentation:

  • Disability card certifying a degree of disability of at least 50

Students who are caring for and raising a child who has not yet reached the age of ten at the start of the respective semester shall, upon request, be exempted from the obligation to pay the administrative fee.

Required documentation:

  • Birth certificate
  • For adopted children, additionally proof of adoption

Students who care for close relatives as defined by the Care Leave Act shall, upon application, be exempted from the obligation to pay the administrative fee.

Required documentation:

  • a current notice from the Medical Service or the Long-Term Care Insurance Fund stating the caregiver’s name. The applicant is obligated to report any changes in caregiving status.

Students on maternity leave as defined in Section 3, paragraphs 1 and 2, of the Maternity Protection Act shall, upon request, be exempted from the obligation to pay the administrative fee.

Required documentation:

  • Maternity record or birth certificate

Students on parental leave in accordance with Sections 15 and 20(1) of the Federal Parental Allowance and Parental Leave Act shall, upon request, be exempted from the obligation to pay the administrative fee.

Required documentation:

  • Birth certificate
  • For adopted children, additionally proof of adoption
  • Other relevant documentation for periods of child-rearing for children over the age of 10

Students for whom the payment obligation would result in undue hardship (hardship cases) shall be exempted from the obligation to pay the administrative fee upon request.

Required supporting documents:

  • Attachment to the application, including all supporting documents

Students enrolled at one of the partner universities of the “University of the Greater Region” may, upon request, be exempted from the obligation to pay the administrative fee.

Required documentation:

  •  Certificate of enrollment from the partner university

If a student is enrolled at multiple universities in Saarland atthe same time, the administrative fee is payable only once. The administrative fee is to be divided equally among the participating universities that charge such a fee.

Required documentation:

  • Certificates of enrollment from all universities, noting the payments made, in particular the administrative fee 

More information on applying

  • Log in to sim.htwsaar.de using your user ID
  • Click the "My Applications" tile
  • Click "Create Application" in the bottom left corner
  • Under "Type of Application," select "Application for Exemption from Administrative Fees" from the drop-down menu 
  • Select "Year" and "Semester" from the drop-down menu. For the summer semester, the first year listed in the academic year always applies! 
    • Summer semester 2025 = Academic year 2025/2026
    • Summer semester 2026 = Academic year 2026/2027
  • Switch to the "Attachments" tab
  • Upload the required proof under "Required Documents"
  • Click "Submit" in the bottom right corner

The submitted application will be displayed in the application overview with the status ‘Application is being processed’.

Once the review has been completed and approved, the submitted application will be marked as ‘Application Approved’.

If the requirements for exemption are not met, the submitted application will be assigned the status “Application Rejected.”

The approval or rejection notice will be sent via email.

If your application cannot be reviewed due to missing or incorrect documents, you will receive a notification via email. The submitted application will be marked as “Additional documents requested.”

  • Log in to sim.htwsaar.de with your user ID
  • Click the “My Applications” tile and select the application with the status “Additional documents requested”
  • Switch to the “Documents” tab
  • Under “Required Documents,” the document that needs to be submitted is displayed in red
  • Click “Resubmit” in the bottom right corner

The submitted application will appear in the application overview with the status “Application is being processed.”
